Supervisory authorities of the regions - on two sides of the "dairy" shores

Territorial divisions of the Rosselkhoznadzor found violations in the supply of dairy products to social institutions and to trade counters in several Russian regions at once - Primorsky Krai, Sakhalin, Sverdlovsk, Rostov and Tyumen regions, the Khanty-Mansi Autonomous Okrug and the Yamal-Nenets Autonomous District, as well as some other subjects of the federation. And in other schools, hospitals and kindergartens imported outright falsification, according to representatives of local services for veterinary and phytosanitary supervision. However, Rospotrebnadzor reminds that they carry out planned and unscheduled inspections regularly and everywhere, the percentage of low-quality products is not too high and there is no cause for concern.
Experts suspect that such conflicts may be related to the interests of large businesses who wish to remove the fatter cream in government purchases of dairy products.
The "milky" dispute, which unleashed in the hydrocarbon capital of the country - the YNAO - between the two supervisory agencies - the Rosselkhoznadzor and the Rospotrebnadzor - is particularly fresh. At first, the regional RSHN and RPN “butted” press releases: in mid-September, the official website of the Rosselkhoznadzor in the Tyumen Region, the Khanty-Mansi Autonomous Okrug and the Yamal-Nenets Autonomous District reported the news that 84.6% of dairy products purchased by social institutions of Yamal under government contracts counterfeit unsafe health.
The Office reported: a total of 26 samples of milk (whole and condensed), butter, cheese and curd were selected for verification. As the results of studies showed, 22 samples do not meet the requirements of technical regulations of the Customs Union in terms of quality indicators (fatty acid composition, sterols - fats of plant origin) and on physico-chemical parameters (mass fraction of fat, moisture).
The Yamal branch of the RPN immediately responded to the statements of the Tyumen colleagues. “Over the past period of 2018, the Office of Rospotrebnadzor in the Yamal-Nenets Autonomous District conducted about 1000 studies of milk and dairy products (specifically in social institutions of the district), of which 1.7% of samples did not meet the requirements of the Customs Union in terms of fraud. All products that do not meet the requirements of the technical regulations were immediately withdrawn from circulation, ”the Consumer Rights Protection Service reported.
In addition, it later turned out that the samples were taken by the Rosselkhoznadzor only in 12 institutions of Yamal. While in the region there are 330 social municipal and regional organizations.
By the way, food quality control is not part of the main responsibilities of the Rosselkhoznadzor - traditionally this issue is under the jurisdiction of Rospotrebnadzor. In addition, the latter has its own database of reliable laboratories listed in the Unified Register of Certification Authorities and Testing Laboratories of the TS - six research branches in the district and at the Center for Hygiene and Epidemiology in Salekhard.
It is noteworthy that the inspection of dairy products in Yamal was carried out at the request of a physical person and only in the social institutions listed by him.
But the Rosselkhoznadzor does not have its own laboratories equipped specifically for checking food products. Therefore, the heads of schools, hospitals, kindergartens and boarding schools had to personally collect samples of milk, and even ensure their delivery to the examination in Novosibirsk.
At the interdepartmental meeting held in the Yamal government on the quality of dairy products, the deputy governor of the YNAO on social policy, Tatyana Buchkova doubted that the results of research conducted in such conditions could be reliable.
“Imagine you are sending letters to the school principal — and he does not understand how to deal with this. Under the leadership of the state federal inspector, for the last three years we have been taking measures to reduce the number of inspections in schools. Monitoring Rosselkhoznadzor was presented as a test. This, of course, does not lie in the logic of reducing the administrative burden on the school, ”Buchkova addressed to representatives of the RSHN during the meeting.
For its "monitoring" RSHN received samples only in small batches. And to speak as a result of this research that low-quality milk is distributed throughout the region, at least irresponsible.
“You yourself said - you took three samples of cheese, two of them do not meet the standards, and this is 67% in the entire autonomous region. Well, why such a presentation of information? ”- Tatiana Buchkova was outraged.
As mentioned above, companies that want to discredit existing suppliers and oust competitors from the public procurement market may be interested in such checks by non-core bodies. Recall that the regions annually allocate rather large sums for the provision of social institutions, especially for children, with food. And bidders and winners are considered almost under the RPN microscope: product quality and all accompanying documents are checked.
For their part, social institutions are limited to 44-FZ, according to which they are obliged to purchase products from suppliers who have offered the lowest price. Changing the seller or buying a product at a higher price means the risk of being suspected of corruption by the FAS.It turns out that hospitals, boarding schools and children's educational institutions have to literally get out between the hammer of the Federal Law and the anvil of the supervisory authorities. At the same time, it is also necessary not to run into dissatisfaction of consumers directly - in this case, dairy products.
As for the Yamal-Nenets Autonomous Okrug - local authorities promised to make every effort so that the children of the district were protected from falsification. The local Rospotrebnadzor launched a round-the-clock “hot line” for Yamal residents to contact with milk quality issues. And the vice-governor of the Yamal-Nenets Autonomous Okrug Irina Sokolova said: the task of the executive and supervisory agencies is to competently build the joint work of all interested government bodies. In addition, the control of procurement by social institutions in the region will be strengthened, and some Yamal cities (for example, Novy Urengoy) are already conducting new checks on the quality of milk, cheese and cottage cheese.
“In these conditions, institutions are not 100% protected against substandard goods. But we do not want to doubt the quality of the products that children eat. We do not want their parents, residents of the autonomous region to doubt it, ”the Vice-Governor of the YNAO stressed.
